You continue paying provider database costs directly to each cloud vendor:

Azure SQL / Microsoft Azure

Billed by Microsoft

Database compute, storage, networking, and backup costs are billed directly by Azure.

AWS RDS / Aurora

Billed by Amazon Web Services

All database engine and infrastructure usage is billed in your AWS account.

Google Cloud SQL

Billed by Google Cloud

CPU, storage, network egress, and backups remain billed in your GCP project.
